Yes, but only if they reach a court. What everyone is missing here is the fact that so few genuine cases actually reach court. You can't be convicted if you're not caught and prosecuted.

So by the above quoted sentence you're only guilty if you're caught, tried and convicted and not guilty if you're never caught!!! Admittedly people have to be found guilty, but if you actually do something illegal you are guilty court or no court. This doesn't give everyone the right to go around saying someone's guilty before a trial has taken place, but you yourself know you are guilty.

(NB all uses of 'you' in the above are the generic, non-specific variety)
