in my experience, people like change, and get used to doing things a different way. afew people will refuse out of sheer bloody mindedness, but they are a small proportion of the whole.
one part of the problem, also, is that in some cases, bloody glass 'recycling' banks havent gone to recycling at all - they've just been taken to a frigging landfill. when that happens, perople have a right to be cynical, so making sure that there are proper recycling facilities is also key.
if people consistently dont use the facilities 'correctly', then there is an argument for fining them. but why should everyone else pay for the actions of a small number of assholes?
