erm- I'm no expert, and am now no longer a ley-line-head, but I think there may be something in it. I've used em for all sorts of things- would do a trick of getting folk to hide coins under books and I could always find em. Have found water pipes and leccy wires under floorboards. Have also dowsed lots at megaliths and found that indeed there is some shit going on- whether it be lines of energy, underground streams or what. I remember dowsing at the Fortingall stones wiv lots of my mates and I gave a shot of the rods to one of my mates who also has a 'scientific' background and was v sceptical- he was totally freaked out by it.
I know of reputable organisations who employ freelance dowsers to find underground water sources, pipes etc- so I guess it kinda works......????
