Does this happen? Or have they ‘sexed up’ the rubbish?

What they’re doing is telling who to blame come winter.

Stories that constantly hint at (cos’ we never seen the culprits in these pictures) an ‘unruly mob’ out there..campers, sports fans..they're prepping you to blame these people come winter.
