In a court of law this could be construed as aiding and abetting?

Manufacturing guns, yes. but it's hardly practical to hold tent makers directly liable for litter. Maybe an environment tax on disposable tents though.

As for litter at ancient sites, more notices WOULD help. And a camera and an internet controlled gun in a tree, with me logged into it!
