I quite like the analogy, or whatever it is. Some ridiculous & likely harmless thing is banned but we can't seem to stop people killing each other at astonishing rates with tools intended for exactly that purpose.
Happily, up here in Washington State, smoking weed in public is a lesser offense anymore than jaywalking. So there's that glimmer of hope.
As for "black-on-black" crime, there's this perspective, tho I wouldn't pretend to be an expert, myself.
