Saddam may be more evil but whether or not he's more cunning, I'm not so sure. In terms of public deception and dishonesty about their motives I reckon they're pretty much neck and neck. On one side, there was a conspiracy to destroy Iraq's economy by siphoning their oil. On the other, there were weapons of mass destruction and a secretintent to invade Kuwait again. In the middle, somewhere, lies the truth.

And very easy to disguise unpleasant facts, by associating them with conspiracy theories, so the truth gets tarred with the same brush as the nonsense.
