I'd rather have a fine imposed on organisations not meeting packaging standards.

Levy's, as we have found out in the quarrying and waste management industry impact the user, who is unable to affect change on an individual basis. The monies raised are in the main controlled by the pollution originator and are often used to fund projects that enhance their image rather than serve any real benefit. In some cases, the operation of the levy system is used by the polluter to increase profits and maintain their current production methods - totally at odds with the reasoning behind the levy in the first place.
