As I understand it, the Deveraux theory does rely to some extent on the presence of earthquake activity. The thing I reckon it would seem to hinge on is the idea that the piezo electricity could have some sort of cumulative effect, so that the effect from each crystal could be added to that of it's neighbours to generate a larger more widespread effect. I think. From what you said earlier about the random alignment of the crystals in quartz causing the voltages to cancel each other out, this sounds unlikely.
