I think one of the core Kraftwerk duo was temporarily out of the band and the 2 members of Neu! were more dominant but could very easily be the only time you'd be listening to Kraftwerk and thinking stoner rock of any kind.

Agreed - it's definitely scuzzier-sounding than any other incarnation of Kraftwerk recorded Some parts of it almost make me think of Black Sabbath if they'd been an instrumental improv outfit.
