Also the great Billy Fury, of course. And while not strictly 'rock', the whole Joe Meek stable- 'Johnny Remember Me' by John Leyton is a proto-goth classic!

So is Joe Meek & The Blue Men's proto-electronic "I Hear A New World" - although admittedly it isn't quite pre-Beatles as it came out in 1963.
