It is up to the incumbent govt to make sure things run smoothly subsequent to whoever came before.
SNP have been in power for 9 years, blaming the last lot wears thin after 2.
Anyways, SNP up to their necks in PFI too.

The Scottish Blood Transfusion Service’s new HQ outside Edinburgh will cost £33.3m to build but involves £100m in running costs
The new Anderson high school in Shetland will have a capital cost of £41m, but its lifetime cost through unitary charges will reach £102m
**These projects will take at least until 2048 to pay off, funded chiefly from the revenue budgets for day-to-day spending by councils, NHS boards, Transport Scotland, colleges and government departments.**
Fell foul of EU rules, the very thing the SNP claim to love more than their grannies, meaning thousands of public sector worker jobs axed in order to pay for and therefor comply with the rules on what is private and what is public spending.
SNP should have checked first, but didn't.
