Yes, they do want to wage a war of suspicion.
The more paranoid and entrenched against Muslims we become within our own country the better as far as their motives go.
I have always wondered in my own naïve way 'why not cut their internet access off'?
I do think it is possible to do such things at a stroke, I believe pro anorexia websites have been shut down because of the harm they can cause.

Well if they did that then that'd cut off their public access and then there'd be no excuse to go to war!
