It would seem that Rumsfeld don't want NATO in on this one. hhhmmm.... but wants them to be ready for rapid response in the future.

Thats cos Britain and the US are the only NATO members up for it.

I suppose NATO rapid reaction forces wouldn't need UN resolutions to act.
