These atrocities have been committed in wars since time immemorial. The difference is that they are recorded electronically for us to witness at close quarters. The adrenalined up soldiers carry out the task they have been trained for.
Nowadays war is dehumanized and further removed by the technology.
A soldier can do the killing remotely, after their shift to go home to his wife and kids.

Oh, I know this is nothing new. It's the hopped-up glee that these guys take in raking people who are just standing there with their machine guns that turns my stomach. And then the cold indifference to the injured child... 'oh well, too bad'.... talk about turning off all empathy. Coldblooded.
The new armed drones that are flown via remote link from stations far, far away from the action are definitely dehumanizing and detaching for the operators. Talk about casual killing... you can sit safely in a bunker in the USA in shirtsleeves and shoot hellfire missiles at people who pose absolutely no threat to you.
