You have indeed misunderstood.
"the 'good people' more often have their financial issues dealt with by financial planners, CPAs, and so on" refers to wealthier people, not to the poor. The poor have their financial issues dealt with by the bailiffs and the courts :)
Perhaps "The beautiful people" would be a more familiar term, although beauty, too, is something that ignores class boundaries.

perhaps 'worse off' and 'better off' would define the difference without other connotations being inferred?

Actually, I think what some of you are missing out on is the fact that I'm using that 'good people/bad people' demarcation in a VERY facetious manner. See also satire, Jonathan Swift et al...
