is it not just a ploy to get a slightly softer law through which would otherwise have been viewed as a bit dodgy but compared to this isn't too bad? iyswim.

Nah, it's exactly the same law. He'll just have to ask a judge before putting you under house arrest. Will still be able to tag you and sequester all your monies on a whim.
