An irate cyclist slashes several hundred car tyres. He gets banged up for six months. A speeding motorist who was using a mobile crashes into a car on the opposite side of the road and kills three people. He gets fined £1500.
I know you can't compare and contrast that easily, but...you know.

The maths is fairly straightforwards.
If killing three people gets a fine of £1500, then that works out at £500 per person.
Tyres can be as cheap as £20 for remoulds, but can cost several hundred pounds for wide low profile rubber. Since the majority fall somewhere in between, an average tyre price of £50 wont be too far off the mark.
£500 would buy you precisely ten of those "average" tyres.
So the answer to your question is... 10

I read in someone's newspaper over their shoulder on the tube yesterday that the guy who got fined £1,500 is appealing against the fine!
Drinking a bottle of vodka and using a car remains the best way of asassinating someone if you want a light sentence.
