I don't believe Blair made a direct donation to Dubya's campaign. I'm fairly sure there are rules preventing that.

I think the allegation was that the recent State Visit was electioneering at the expense of the UK tax-payer (most of it shouldered by London council-tax payers). In that sense, it can be argued that it was a (very large) _de facto_ campaign contribution.
