Difficult because this is obviously a forum in which people care about monuments. Not everybody thinks the above and it is a statement that can be fairly easily dismissed in an infrastructure value comparison setting.
Other people might, for instance, be more interested in sustainability. The proposed solution, using current definitions, is a far more 'sustainable' solution than the deep bore alternative. It is also cheaper.
Nevertheless, I have sympathy with the viewpoint as I believe the monument will eventually be shown to be both a landmark in our society's evolution and also relevant to today's society. This would put it into a very special category. However, road building projects can be easily completed within only one or two decades, so assuming the project goes ahead, time has almost certainly run out.
