I think it might work best as a form of social contract, thus -

The Care of Monuments Contract
The responsibility to respect and protect monuments lies with everyone.
To that end here are the standards of conduct that everyone can support:

Visitors undertake to:
Leave monuments as they find them.
Take their litter home.
Act with respect towards the feelings and enjoyment of other visitors
Report any hazard or damage.

Owners and Managers undertake to:
Know their responsibilities and liabilities.
Make it easy for visitors to act responsibly.
Identify potential threats to visitor safety and monument conservation.
Adopt transparency when dealing with the public.
Ensure monuments are presented or utilised in a way that cannot be perceived as disrespectful
