Ah, I see your point now. I couldn't find any recent stats but in 1998 over 5000 people were 'proceeded against' under the act and the identified circumstance categories sound a lot more like the traditional perception of stalking so I doubt the abuses like the ones pointed out in the Guardian article are statistically significant compared to that. It's still immensely annoying though, but it was nice to see the judge cited in the article was similarly unimpressed with "TLC".
