Why's that?

Personally I find it bizarre that we have a health service that's supposed to be free at the point of delivery yet has arbitrary exclusions like glasses, dentistry and prescriptions.

Certainly, many people who get prescriptions can afford to pay for them, but then that's true of all health care. Surely the better off should be paying tax - ill or not - and then those who need health care should be given it, rich or not.
