I doubt they would have to pay anyone - I'm sure it would've been easy enough to find someone willing to do it for free and without being asked

I knew about the planned occupation of Oxford Street several weeks back so I'm certain the police must have been aware, which suggests they allowed it to happen. Not sure they saw the F&M and Trafalgar Square trouble coming though
