they use 'going forwards' and 'modernise' as words for what they do, beacuse it makes anyone who has any kind of other idea seem as if they're in favour of 'going backwards' and being anachronistic.

This is really simple 14 year olds debating club crookedness; avoid the issues by using loaded terms. It's usually used when the speaker either cannot debate properly, or is defending a point they know is bollocks.

But, erm, isn't the idea of private finance running hospitals the thing that predated the NHS? Quite a massive amount of 'going backwards' there if you ask me.

oo yeah, and there were lots of little railway companies with a teeny tiny line each weren't there?

oh, wait - they worked. THAT's the difference then :)
