Guess the question of available manpower needs to be considered as well. Some enclosures may well have been too large for their own good.... inherent weakness in difficulty perhaps concentrating defence at any given point in time to repel a storming party. A small yet powerful enclosure may well have been much more efficient for some groups.

Incidentally I've wondered whether the form of bank construction was purely military or maybe, at least in part, intended to remind people of the old authority structures.... the henge, long and bank barrow. Just a thought.
