Yes, but then the attempt would be successful presumeably.
Although.... the secret of digging moats is to dig down in the dry season and let the water fill it in the wet season, thereby avoiding having to dig in water. What if the water table just never came back up, in fact it started to fall, remorselessly... but they'd already invested a million hours so they decided to keep digging after it...
So is Avebury a massive cock up? ;)
