Answering my own question: I just read booklet and omission is not explained, though there is a note addressing the song and its accordion...

Damn, missed again. Problem is I can't watch the merchandiser 24/7, but hopefully 3rd/4th/5th time lucky, and, no, I would never consider the eBay option. I always buy from HH, especially as their delivery service is excellent

It is indeed there. The tracklisting is incorrect and omits Louis 14th (track 9) and the intro to "Droolian's Mother" (track 14). Somebody has kindly submitted the corrected tracklisting on Discogs https://www.discogs.com/release/21418057-Julian-Cope-Copes-Notes-2-Droolian-

According to the Head Guide section of this website:
"We're currently receiving more stock but in small batches. We expect it to be back in full stock very soon."

My copy arrived today. I never had a copy of Droolian back in the day. I'd never heard it in full all these years - just the odd track here and there. Trust the esteemed Mr Cope not to re-issue a mere stop-gapper. This is just what was required to plug that gap without getting all trainspotter-ish about it... the original "Droolian" plus a marvellous clutch of extra lo-fi goodies and groovy packaging. All delivered through my door a few days after ordering.
HH just doing their thing. Great service and great stuff.
