I take your point about the thread title.

However, I'd dispute your statement that "an honest man has nothing to fear". That might be the case if this legislation was within our current legal framework, but it appears to be riding roughshod over such principles as "innocent until proven guilty". They are going to allow industry insiders to determine who is or isn't "guilty", with no trial or evidence required. Thus honest punters could be targeted and have no come back.
