Don't know about one 'definitive' Scott Walker book but this:

is pretty interesting. Recently published in paperback – it contains articles from The Wire writers covering all stages of his musical life
I've also read this:

Published in 1995. Covers the Walker Bros & early solo stuff with some background of Scott's life

Agreed "No Regrets" is a great read and a fairly good overview of his life as well as concentrating on the works themselves.
Someone really does need to write a definitive biog though as there isn't one out there. Would love to see an autobiography, you never know - stranger things have happened.

There's a book called The Impossible Dream through Jawbone Press that I've yet to read. Found out I had it when looking for something else recently.
The documentary 30 Century Man was well received too I think.

Looks like Sky Arts has that 30 Century Man on intermittently at least in Ireland. That is to say that they tend to repeat whatever films they have and it was on yesterday.
May be different films in non-English speaking territories though. I assume they're Europe wide anyway.
