I think the problem post-Scary Monsters was in how Bowie demolished his own mystique - duets with Jagger and Tina Turner, the whole Pepsi generation caboodle. I think he's still trying to find a way back. But I also think, Scary Monsters aside, that he was losing it around Lodger, it smacks of desperation, a real self-conscious avant-garde gambit, where Heroes and Low had seemed to flow more naturally.
