that might be the result of his recording techniques, I recently finished 'Behind the Shades: Part Two' which is an excellent biography. It would seem that many recordings featured Dylan playing live and asking the band to follow him and improvise round him, he would quite often re-write the songs after what few rehearsals (or early takes) there were, re-arrange songs and speed up or slow down different sections or entire songs!!! The poor band members just had to roll with it - good musicians to be able to do it!
