it occurred to me that Harwood couldnt say that he was going about his duty because he absolutely wasn't. He either stopped or was taken off that duty looking after van + radio when he freaked out over grafitist. So what capacity he was there in afterwards escapes me, particularly since he seems to have been undergoing a full blown paranoid attack.
