You want to do something about heroin abuse? Take a look at what's been tried and what works.
In Switzerland, they prescribe heroin to addicts. They treat it as a medical issue instead of a criminal justice issue. The results are that use is down, deaths are down. Crime rates are down.
In Portugal, they've done something similar, and there too, both rates of use, and the harm done by abuse has decreased.
The Drugs-are-bad-kids-just-say-no bollocks didn't work back in the day, and all you propose is more restrictions. More demonisation.
If what you suggest is ever adopted, you will make matters far far worse. Let's hope nobody takes you seriously.
