Oh I'm more than pretty sure they are in use already. Maybe they're talking about them as there are now private companies providing and advertising this kind of software. Companies which said govt agencies are now buying from... apparently.

Or just run a campaign for everyone on Twitter to say something with "...destroy America..." in it and giggle as Homeland Security end up having to turn away thousands of people every day for months and months.
