Until I got an email from a local friend (and a bit of a conspiracy freak), I hadn't even heard of H A A R P.

It seems those brilliant scientists have developed something that could ease the suffering of millions facing drought only to have the superpowers turn in into a terrible weapon, that actually can create it.

Apparently, all the weapons limitations talks and agreements don't include or acknowledge this in any talks.
