For so long the lagger-behind in a race of slowcoaches, Japan's promised a serious carbon cut.

20% by 2020 and - and this is the crucial thing - that's no Obama cut from present levels but from the generally used benchmark of 1990 levels.

The caveat is that there's gotta be a proper agreement from other countries at the Copenhagen talks in December that they'll make serious cuts too.

Doesn't that mean its doomed to failure or compromise?

Not necessarily. Several other countries are talking about it too. The EU is saying 20%, or 30% if other people sign up to summat good.

nobody wants to give themselves an expensive shift to low-carbon if other people are gonna keep profitably belching out CO2 and thereby having competitive advantage.

Multilateral agreements need people to say 'I will if you will' in advance.
