It's the same over here. Not one of the fat-cats have put their hands up and said "Ooops, quite a lot of this is our fault ackshallee". A few heads have quietly rolled in some banks, but overall no one's sayin' nuffin Guv.
In fact, within a day or two of the bailout being handed to some of the UK banks some of their representatives were on telly moaning about how the caveats that came with the money were potentially limiting and damaging to the major shareholders! Oh boo hoo! Fucking unbelievable!

There has to be a recognition of human nature when designing any system. The main trouble is that those greedy people are too close to the government. The governments are tending to make policies that are in the greedy peoples favour whilst always forgetting who elected them and who they are supposed to be representing.
He's shocked because he doesn't think he is greedy.
