So, the plan is in place. The details ironed out. So do they mean anything? I think not.

Take one case in hand, that of Russia. Russia has a vast amount of forest, which it claims devours more greenhouse gases than the country produce. Therefor, it will not have to reduce it's output. In fact it will, under the rules, be producing far less than it is allowed to which means that it can sell it's 'excess' to other countries, such as Japan who over produce massively.

I get the feeling that the NET effect will be ZERO, ZIP, ZILCH, NADA, NOWT, BUGGER ALL!!

Some will argue that at least there's now some regulation, that the problem has been recognised and is being addressed. Argue that 'at least it's a start'.

I however, believe it is probably the end. At least for quite some time. The measures do not have to take place for 10 years. After this peiod I am sure that no one will want to renegotiate it, even if they are wearing gas masks at the time.
