Chipping the Homeless

"Trials are already underway with the homeless in some US cities. Goverment officials say it's easier to track the homeless to give them their hand outs and make sure they're up to no good. So, they can track you too! This is all very real people."

Could you find me proof of this please Mike? As someone who works with the Homeless I find this very hard to believe... articles, government papers etc. Not anything by David Ike or any X-file like conspiracies!! I know the homeless are shipped out of areas like New York City Centre so that visitors see a clean and wholesome NYC and not one full of homeless beggers.. but to be honest 'chipping' nah... Proof please!
