My own understanding is that the current outbreak was first noticed in the Isle of Wight, scene of the sixties outbreak. So the virus may have lain dormant there before coming back to haunt us.
On the other hand, the whole world now knows about the vulnerability of modern agriculture, and the various countries with biological weapons programs would more than likely be looking into this with a view to exploiting it in the future.
