Heel Stones are usually thought of as "altars" but as the word HEEL (in this situation) comes from the Greek Helios (for the Sun) we can safely say that they aren't altars in the sense we take it to mean or that they were for the purpose some early "experts" assumed they were....can we?
But why not invent a new word for these stones (or just decide on a word which already exists but has fallen from grace).....early archaeos used to describe all stones "British" or "Druidic"...but that could be a bit limiting against other countries and cultures. Creating a more encompassing word or expression might be a bit of fun.....no prize just the satisfaction knowing your expression will be used for a long time and maybe even become accepted by the worldwide stonehead community.
