Now I think it is you who is dmonstrating a misunderstanding of "pulling power". If the oxen are tethered to the stone, they might pull with different strengths, but how can they "all walk at different speeds"? They could only proceed at the speed of the stone. And what exactly is this "push pull" effect you are referring to?
