Mostly, but also the new Planning Policy stuff, just out, whereby the local authorities will be better able to give developers their way.
E.g....
to conserve England’s heritage assets in a manner appropriate to their
significance by ensuring that decisions are based on the nature, extent and level of that significance, investigated to a degree proportionate to the importance of the heritage asset

Clever eh? So instead of being forced to treat a place in accordance with the evidence of it's importance you can just say it's unimportant and thereby ensure it isn't investigated closely and that evidence of it's importance won't come to light.
