There's two notches on the horizon (azimuth not measured) here and that ridge is the Great Whin Sill - a type of granitic 'tough rock'. There's no glacial or other explanation for the dells other than that they are 'man-made' so I conclude that making these horizon notches took a gretaer effort than the little circle itself.
