Yes, ES, you're right. We've got to be sure that any facts that are expressed can be proven. If we can't it's best to stick to more subjective stuff: "We feel that...", "It would seem that...", "It would appear that...", etc.
You can't use a word like "maladministration" without risking a libel case that you don't stand an ancient monument in Britain's chance of winning.
