A whole lot of smart grid and other conservation tech that reduces demand could most certainly be purchased for less. There's a proposal to build a 'biomass' electrical plant here in town which is being opposed on the basis of it's environmental impact and low efficiency. It's clear that much of the rationale for building new energy generation infrastructure is ignoring simple conservation solutions (there is effort on the part of some local energy providers to give people subsidized efficiency audits and upgrades).
