Ok, as I work in the field... PMM's links are a good place to start. The first link in his Google search will take you to the EU Justice & Home Affairs Council's Immigration pages (but you also need to look at the asylum pages linked to on the left as they're probably more relevant in this instance - the camp in Calais). Much policy & legislation in this area at the regional level is implemented in the form of EU Directives, so for example you have a Qualification Directive, a Reception Directive, a Returns Directive etc. Another key document is the Dublin Convention, which basically stipulates that people have to claim asylum in the first EU state they come to (so if they travel on to another then EU State B can send them back to EU State A). However, Member States can choose not to opt in to Directives (as the UK did recently with the Returns Directive). So you have a mix of EU and domestic law and policy affecting asylum and immigration. Oh, and you also have court and tribunal decisions at the domestic and EU levels that can affect policy and law (e.g. there's been a few cases heard in the European Court of Human Rights lately that have turned on how one interpets Article 15c of the Qualification Directive). All very complex, essentially, and if you just look at the UK's asylum and immigration legislation over the last 12 years it can make your head spin as you frequently get Acts that consist of references to previous Acts and sections of the Immigration Rules (they're trying to simplify it as we speak but it's a big job). And I forgot, you also have Statements of Changes to the Immigration Rules, Operational Guidance Notes, Asylum Policy Instructions, Immigration Directorate Instructions, Country Specific Asylum Policies, etc etc. Now I think I'll head over to Unsung to read about music and such! For an NGO-based overview of the European system, go to www.ecre.org. For a definitive look at the UK system, buy the latest edition of the JCWI Handbook and visit www.ilpa.org.uk.
